Well, YMMV but, normally we have revisions defined as
partial and whole. During a partial revision, change pages
and new sections are sent out with suitable revision level
indications on new/changed pages and entries in the
revision history and list of effective pages. Often,
changebars will be required for technical changes and new steps.
During whole revisions the entire manual is reprinted with
all pages reflecting the same revision level regardless of
whether changes were made or not. All changebars (except
for new changes unique to the whole revision) are removed,
and the revision history is cleared and only the whole
changes made for the current revision are added.
