administrate vs. administer

A manual I'm updating uses "administrate" and "administer" indiscriminately, as in "Administrating Cabbages" and "Administering Potatoes". The company has no preference. Dictionaries identify them so similarly that I don't see a preference.

Anyone researched it and see a reason to use one over the other? ("Managing" is inappropriate - the audience is administrators and there are others who manage.)
