The "ideal" charge would be something large enough to turn your
dept into a revenue center within your company. Of course, no
customer will be willing to pay that (which wouldn't necessarily
be a bad thing, if your company really would prefer not to have
to do it). Realistically, you're only going to be able to charge
what the customers will be willing to pay, and that's hard to say
without knowing what your product is or how much it costs.
