No. RFC 3667 "IETF Rights in Contributions" deals
mainly with the IETF acquiring rights from
contributors.

It also has boilerplate at the end with the copyright language that it requires drafts for EITF to include. Regardless, I suspect we really agree, that it's the document and the organization that determine the distribution rights.
