If the RuleSet object describes a set of things, and those things
are rules that define the widget, then the RuleSet object describes a set of rules_that_define_the_widget.
If the widget is undefined until the entire set is populated, then it's a set (of rules) that defines the widget.
Just in case you're still wondering whether it would be grammatically correct to write "a set of rules that define" consider this:
Is it
"a set of dishes that *has* flowers around the rim"
or
"a set of dishes that *have* flowers around the rim"?
