Have you tried Popup Manager (http://www.endpopups.com)? Popup Manager
allows you to easily find out which popups have been blocked (without
actually viewing them). If it's something you want to see (like that
cartoon), you can then view the popup. You can also tell Popup Manager to
permit popups for that specific site in the future.
I have no connection with Popup Manager, other than being a very satisfied
user.
