In most organizations I've been a part of, deadlines are indeed
"top-down" generated, with the "tops" being our company's
customers, the opening of a trade event that we absolutely,
positively have to release by or risk blowing our entire shot at
a successful product rollout in the current FY or the knowledge
that our competitors have already announced that their version
is going to ship on a certain date. Most product deadlines don't
result from a bunch of drunken executives throwing darts at a
wall calendar during a "when shall we make them finish it?"
party, but are driven by forces from the outside, and are usually
the least flexible part of the traditional "fast, good or cheap, choose
any two" equation.
