from a company's perspective to do background checks on a prospective
employee after they have been hired."
That's true. It also doesn't make sense for them to run the checks on
everyone before they're even considered to be applicants. That's expensive.
It would make more sense to screen out people based on qualifications
first, then run the background and drug screening only on those who might
be legitimate candidates.
