You can't confirm that completely. However, it is less likely that a
page contained classified material where it is numbered in sequence,
has the same font as the pages either side, has the TPILB notice, and
the previous page logically ends a "chunk".
FWIW, the auditors are usually people who know the subject matter
reasonably well and so can make fairly good judgement calls in cases
of doubt.
