Looks to me like she was attempting to create parallelism. She unfortunately
chose to base it on the phrase "has gotten <comparative adjective>". To
would have been more concise and less awkward to say "has worsened ... has
increased", though the parallelism wouldn't have been as strong. At least
she was trying to do something write ;-)
