A customer with previous job experience from the aircraft industry asked
us if we have ever thought about allocating fixed chapter numbers for
specific chapter content. The argument for such a regime would be that
users would always know that they can find e.g. Electrical power system
in Chapter 10, Maintenance & cleaning in Chapter 15, Glossary in Chapter
19 etc.
I see a few difficulties with this approach, but since it is used
successfully (?) for some documentation I guess those difficulties can
be overcome.
For example, it might be difficult to foresee what kind of chapters one
would need for new products and therefore there is a risk that the
content is arranged in a sequence that is not very user-friendly.
Another problem is that there will be breaks in the chapter numbering
for many manuals since all manuals won't use all chapters allocations.
