Yes, there's absolutely no reason to assume that your dev
team has their collective sh** together. And if you're
working on a team where process is a foreign word, you're
definitely going to have more problems meeting the delivery
schedule. If an organization doesn't belive in code freeze,
there's not a lot you can do except speak out every chance
you get. <g>

I've used the phrase "speculative non-fiction" enough times
on this list that you know I know what you mean! ;-)

I once worked at a company (in So Cal!) that played ice
hockey, and I never even learned to ice skate, despite
growing up in New England. But I did design their t-shirt!
And I absolutely suck at ping-pong, but I play anyway. I
used to play with a dev who was so good, he could hit my
paddle with the ball every time! Amazing! Pool, though...
Now, there's a game in which I can hold my own! <g>
