At my place, I edit the resource files for every text string, label,
and message that are displayed in my applications. I get the resource
files in XML form and edit them. They do a diff and import the ones
that change back into the code. I'm sure there can be a script that
gives you the comments in an external file, you make the changes, and
they script them back in.
