One of the reasons I came up with the question is that many people are obviously
posting and reading at work, and I'm curious about how that is regarded.
I can't speak for how it is regarded (passive voice, unknown actor) in a global sense. However, current best practice in product development (all industries, not just software) is schedule-driven: Here is your deliverable and the due date. What you do between now and then is none of my concern as long as you meet the quality criteria for the deliverable and meet the deadline. So for writers working in a progressive environment like that, it shouldn't matter when or where they read techwr-l.
