Just need to clarify...what is meant by "screen tips" and how are they
created?

By any chance:
1. Are you using a browser other than IE to view the WebHelp?
2. Are the "screen tips" the text that is displayed when you mouseover an
image?
If 1 and 2 are yes, the problem is that a) images have alt attributes which
b) are displayed in IE as "screen tips," but c) are not displayed in other
browsers. W3C standards state that the alt attribute is used to display text
on the screen when an image can't be displayed. Long ago, IE started to also
display the alt attribute as a "screen tip." However, that is the function
of the "title" attribute (which works as desired in all browsers).
The reason it works in your .chm file is because .chms use the IE engine. It
doesn't work in WebHelp with any browser other than IE because that's not
the standard, and those browsers follow the standard.
If you add the title attribute to your images, you'll get screen tips in all
browsers for WebHelp.
