You don't say which DBMS, so I'll assume that it's either something
you can hit directly with ADO or else it's ODBC-compliant. In either
case, if it were me, I'd go for a quick and dirty hack with VBA or
VBScript.
Depending on data complexity and assuming that you have an HTML
"template" to follow, that should take about half a day and you'll
have script to create updated sets of HTML files whenever the
underlying data changes.
However, you also don't say what software you have available. IIRC, it
should be possible to merge the data into Word, then process the file
in (say) RoboHelp to create a .chm with one topic per record, then
decompile the .chm in HTML Help Workshop to produce the required HTML
pages. That said, I'm a geek -- so I'd still go for the scripting ;)
