Translations in WebWorks Publisher

I have to choose an authoring package that can support translation into many
languages.

Our first language of translation is Finnish, but Greek will be next and
Japanese is a requirement too.

The product that I know that supports the most languages is WebWorks
Publisher (in my case, for Word).

I am wondering how WebWorks handles the MENUs of translated help files.

Can I translate the MENUS too or will they have to stay in English?
