Aaahhh yes, the old "associate processes to end-users"
problem. I know it well; I used to work for large
aerospace companies.

To perform a rigorous analysis for such, I use IDEF0
(IDEF zero) Data Flow Diagrams. With IDEF0 Data Flow
Diagrams, we not only identify the processes
accomplished, but who does each process.
