How do the users currently access the documents? If they are downloading
PDFs, how about having them register at the time of download? Then, when
the document is updated they will be notified and have the option of
downloading the new document or destroying the old one and "unregistering"
for that document.
Once the tracking/notification system is in place, a single one time
notice can be sent to all users to notify them of the new process and
instruct them to download the latest versions of all documents in their
possession. Then, future updates are their responsibility and they can't
complain if they get written up by auditors.
Future users can be notified of how the system works through the access
pages and registration process.
