*Experience* has shown that well set justified text is every bit as readable as well set ragged text.
I think the key here is "well set." If you are not going to adjust each line separately, then ragged right text generally looks better than justified text.
That is probably relevant to most tech-writers, since many would rather set up the justification, then ignore it. The danger, of course, is to generalize from that specific circumstance to design in general.
