Sherry is very much on track.
Think of the document as part style guide, and part development process.
SAP development, in addition to being customized to your organization
starts by documenting every transaction to the process step level
conducted by your organization that involves SAP (This varies by how many
modules the organization has bought, but figure on 200-300 minimum per
module), compares those processes to what SAP deems as best practices,
creates new transactions that fills the gap between your organization and
SAP, and so on through implemenetation.
I am figuring your organization will have 200+ people from all departments
involved full time during this process. The programmers need to know where
their job starts and ends, what document templates need to be completed,
where the sandbox, development, testing, database, and production servers
are located and named as well as the instances of SAP. In short, the
document title tells me it is should help keep a group of people working
on the same project that can potentially touch every part of the
organization's business on the same path to completion (Success is a whole
other story in the SAP world, and depends less on execution than external
factors).
