If (and it's a big "if") the company has a competent, trustworthy HR person you
should ask to meet with him or her and explain how you are feeling. Even with
the HR person you should *not* try to make your boss look like a bad manager -
the HR people might very well come to that conclusion on their own but you
don't want to be the one selling that idea.
Instead, just say that you are having difficulty obtaining the trust and respect
of your manager, tell them that you're feeling frustrated and that it affects
the quality of your work and ask if they have any suggestions. In particular,
ask if they can participate in a meeting with you and your boss to iron out
these problems.
Good HR people are trained to deal with these kinds of situations and by going
sideways to HR, it will be seen more as an attempt to improve the situation
rather than making a direct attack on her competence (i.e. approaching your
boss' manager) which could have all sorts of unintended repercussions.
