Perhaps that's a good thing in the writer's eyes, and no doubt that happens
in some shops--but in our company, it wouldn't fly. High page counts are
daunting to our users, whether or not the users understand that highly
graphic, white-spaced information will increase the page count.  (They
consider a 35-page document to be unwieldy.)

Clear, concise, navigable and carefully illustrated documents are more
likely to be read and used, thus meeting the reader's need. That's the
entire purpose of our documentation; we don't provide it as a "CYA"
necessity, we provide it for our users. I, as a lone writer, must try to
manage page count and content carefully so users will want to pick up the
documentation.
