Thanks Bonnie. If I do it like this, and I'm trying to do it like this,
what about the page numbering? Can or should I use headers and footers?
Can I set up the headers and footers to just apply to one pane or block
and not the whole sheet?

Then print each page on opposite sides of one page.
There may be better ways, but this is the one I would use.
