In addition to the tips everyone else has offered, the fact that Iraq is
part of the equation may have further implications. The nonprofit who is
asking you to help put the site together may already have some sort of
contacts at the State Department or the Commerce Department. If not, you
may need to poke around the Web sites of those two agencies for any
rules or regulations that particularly affect what you are planning to
do. You may need to register with one of them or get site content
approved by them, and there may be restrictions on whether you can use
the Iraq top-level domain. Or there may be no restrictions at all. But
you do need to check.
