Technical writing requirements in Europe and overseas

Hi all,
What are the requirements for technical writers to be hired in Europe
and overseas. For example, would I be able to find work in Europe with
a two year diploma or would I need further University training? I over
heard someone mention that in places like Australia, you would need a
degree. Is this the same for a European job?
Thanks,
Rob
