I made the move from working as a Tech Writer in Australia to the UK. Although I do have a degree in Technical Communication, I found that previous tech writing experience was definitely more important to potential hirers here in the UK. I've since moved into a Technical Author role in the Banking sector, where I'd say having a degree in Tech Comm was an advantage. (I'd agree that in Australia having a degree is a distinct advantage.)
Also as Peter pointed out, if you're searching for positions note that "Technical Author" is the common term for Tech Writers in the UK.
In regards to a Work Permit, you may find it more difficult to get companies to hire you if you require sponsorship. If you have a visa that enables you to work here (such as an ancestral or spousal visa for an EU country), I'd suggest stating that quite clearly in your CV and/or letter, as it is one of the first questions you'll be asked.
