I disagree that Notepad is "as handy" for anything Web.
There are, however, many free and downloadable Web authoring tools you
may find quite helpful, ranging from lightweight text editors that
support tag highlighting and (often) HTML references to full-blown
authoring environments of various sorts.
I have not yet seen any that are a Dreamweaver replacement, but some
are awfully close.
One convenient place to look is www.snapfiles.com. They have both
shareware and freeware, although you can choose to look only at
freeware tools easily enough.
They also have ratings of the various tools.
