I took a class in online documentation last year, and we used the free
Microsoft HTML Help Workshop. I'm pretty sure that the skills involved
are transferable to any online help software program.

(By the way, the class was at Northeastern University and was delivered
online - I can recommend it if you're looking for a class to take. You
