A good information / documentation plan, like a good project plan, is an
item of intellectual property that has usually taken time and sweat to
develop. For contractors, it also represents our competitive advantage over
other service providers. Thus there might be some reluctance toward making
good plans widely available. I doubt we'll ever see a repository as such.
Given the degree of customization needed for various documentation projects,
I think Hackos is a great place to start to develop a plan that meets your
specific needs.
