Who hired you, and who do you work for? Whoever that
person is, it is that person's responsibility to define the parameters of your position, your responsibilities for
making document decisions, the degree of authority (if
any) the former writer has to dictate format to you, etc.

If there is no such person and the parameters of your
position are that you are supposed to take direction from
this former writer, then basically you *are* a typist and
formatter.
