As someone who is both an engineer and a writer, I
would not dispute this part.  If you approach a document
the same way you would any other design project - defining
requirements, planning, prototyping, testing and release -
a document can indeed be "engineered," and the grammar,
composition, organization and writing/illustration work for
the project can be analagous to an engineer's use of math 
or physics.  However, that you haven't found these skills
documented doesn't mean that they don't exist, it merely
indicates that few or none of the successful engineer/writers
who approach a writing project as they do any other design
exercise have taken the time to write about it.
