If you've never seen it, take a tour through "wonderland":
The .css files are downloadable to give you ideas about how they
achieve the incredible effects.
The point of the exercise is that you can have a .css file designed
that will give a common "look" to your site, making the updating and
such easier.
There are quite a few CMS systems designed for website use, too. The
majority appear to use PHP coding, but a few use Python. The beauty of
this approach is that adding content can be separated from the design
so that those who do additions or modifications of content can't mess
up the site's layout. A python-based web framework is Zope: http://www.zope.org
A PHP resource of this type is Apache Cocoon: http://cocoon.apache.org/, although there are many others.
