Absolute easiest way: don't use "effect" as a verb. If it's confusing
for writers it's confusing for readers. Plus it's stilted.
This way, "effect" is always a noun and "affect" always a verb -- except
in psycho-babble, where _aa'-fekt_ is sometimes used as a noun. Edge
case. Doesn't really come up.
There's no need for the expression "effect change". It works okay
verbally but, on the page, nobody (but nobody) doesn't have to stop and
chew on it for a second. Do not use.
