But if necessary, it could fake it by converting the raster frames
to animation cells. As for why, Bruce didn't elaborate, but I'd
guess the most likely reason is, "because the client requires it."
Got it in one, I'm afraid.
As for making a PDF of a graphic, which Lou Quillio mentioned, I can easily see doing it if you want to reduce the load time on a web page, and the graphic is an extra.
