Actually, my experience is that tech writers are much more experience-
diverse than that. It's the *companies* that seem to fall into easy-to-
define categories.

In no company that I have managed for has HR determined what a
writer's salary would be. As a manager, I am presented with a range
of grades and compensations, and I select from them based on what
background and experience I conclude a given position requires from a
successful candidate and what a given candidate has.
