Nope, they might just have a cruddy website or bad email address.
I've had incidents in the past, when trying to contact someone about a
job opening, where submitted applications never got to the person they
were supposed to due to faulty web code, or a "generic" email address
that no one ever read. And although yours was on a company website,
Monster is notorious for not getting your info to people when you submit
it through their site.
