I'd use this:

Step 1. Backing up data -
If you are working with Frammis Valves, SKIP THIS STEP
and go on to Step 2.
If you are working with Muffler Bearings, THIS STEP IS
MANDATORY.

Or something like that. Once you have the steps defined, try to
keep them the same for all eternity, or at least half of it. That's
because folks will make up cheat-sheets for the "guys in the trenches"
who actually do the stuff. They will want to refer to step numbers
that are invariant. You might make two or more test versions of
your document, and try them out on genuine users who are not over
educated, and maybe haven't even used the procedures before.
