I don't think you can do what you want to do. Illustrator can read a
variety of formats, but unless it's reading a vector image file, it
has to convert the bitmapped graphics to individual items. As far as I
know, Frame doesn't output to any vector-based formats. So I think
that you're stuck.
Illustrator is great for the pre-press people, but the bitmap-vector
chasm just can't be crossed easily. I'd advise them to go to
Illustrator completely. That will save them any kind of conversion
woes.
