Joseph Conrad was an ESL author. So, no, ESL authorship is not synonymous with poor writing. However, many people who advance successfully in technical fields do so on the strength of their technical or scientific brilliance and not on the strength of their fluency in English. Further, most people writing in a non-native language tend to be a bit less defensive about the need for editing than to people writing in a native language. So ESL authors are probably an easier market to sell into than the universe of all technical authors, whether their English is worse or better than that of American-born authors.
