It is a simple matter of applied organization. The die have been
cast, and without someone backing down, a real ego downer, only
failure will reverse this decision. Or so it seems from my past
experience.
Have you tried explaining how task force organization is more
efficient? How the functional group can provide better support for
the projects by pooling its resources and assigning them as needed?
Unfortunately, there are plenty of studies books, etc, that propose
both the above organization, and the foolishness you are
experiencing. You might try that the U.S. Army uses task force
organization but retains administrative and functional entities
separately. Which is what I described above.
