Does it have to?  (Ak!  We're back on rhetorical questions!)  Besides the
local pay scales and costs of living, this is also a community.  Folks
like to get to know each other, which leads to better networking.  "Oh,
you're in Chicago?  My parents are from there.  Is Sam Becker still
working for Haley-Farmer?  He's my mother's best friend's forth cousin. 
give him a call some day if you're looking for work."  Stranger things
have happened - to me!
