It sounds like you are looking for a solution that costs very little,
and can be implemented in a day or so.
Outsource it.

OCR may be the way to go, if your existing equipment can handle it.
Look for a software package that can process the PDF and whatever
image format is contained within it.
If all of this sounds costly, takes too much time, etc., then outsource it.
