Does Microsoft avoid the angle bracket style because of some sort of
globalization issue? Or because the angle bracket style is less intuitive
for technical people?
I also find the angle bracket style easier to follow, but I'm hesitant to
adopt the style if Microsoft avoids it. Maybe they've done more research on
the matter. Or maybe they've just held more closely to a traditional,
conservative look.
Is the angle bracket style more common among programs geared toward
technical people?

Personally, I find the first (angle bracket method) much easier to follow.
In addition, if you're localizing, this will be far easier to translate,
and could be made even easier by setting the menu terms (Format, Background,
More Colours) as variables.
I have also seen and used:
1. Choose Format.
2. Select Background.
3. Select More Colours.
I don't much like this, either but some clients like the step-by-step look.
