The EU calls it 'waste' - go to www.eu.int and type 'recycling' in the search field, and go to http://www.jrc.cec.eu.int/default -dot- asp -at- sidsz=more_information&sidstsz=searchjrc.htm and type 'recycle computer' in that search field.

Subject: RE: Municipal or Household Waste in European Union?
In some contexts, "municipal waste" is used to refer to fluid waste
(sewage) rather than solid waste (trash or garbage). In that context, both household waste and industrial waste are collected by a municial sewer system and treated in municipal waste treatment plants, with clean water and "residual municipal waste" (e.g. sludge) as end products.
As far as solid waste goes, there may be some distinction between biodegradable waste (garbage) versus non-biological waste (trash) which may be further categorized as combustible, non-combustible, and recyclable.
