I've run into this type of situation before. In my case, it was not
because somone was trying to bypass me, but that they generally think
they are helping the customers.
I would explain to both parties--in a PC manner and without trying to
make anyone lose face--that documentaiton goes through you. That the
original document was a "draft" to give the customer an idea and that
what you have now is the "final" version which is more thorough and
user-friendly.
You may need to shift around the terminology and throw in some
ingratiating buzzwords, but you get the idea.
