1. Specifications vary in quality and completeness.
2. In cases I've seen, giving the same specification document to two
different programmers would result in two different programs. This
implies that all specifications are "incomplete" in some sense, leaving
room for interpretation on the part of the developer.
3. As release deadlines approach, features are removed, compromised, or
postponed and there is no time to update specifications.
4. As the project iterates though builds and tests, things change that
don't get updated in the specifications document.
I take advantage of the fact that I participate in our Change Review
meetings and that I have complete access to our Issues (bug) Tracking
system. In addition, as others have said, I ask question and communicate
informally and formally.
