I use Oracle Help for Java and Oracle Help for the Web. Though they're
not strictly speaking "open-source", they are free and extensively
modifiable. The key "closed source" part is the built-in browser. Since
both tools are written in Java, they are very extendable.
Now, those are helpset display systems. If you're asking about HATs,
then I don't know any offhand. To use OHJ and OHW, all you really need
is a text editor, since all it really uses is HTML and XML. A
for-purpose HTML editor like Dreamweaver is a definite plus. A
for-purpose XML editor really isn't necessary.
