But, there is one organization that I found on the Internet
(1-800-volunteer.org, web site http://www.1-800-volunteer.org/1800Vol/index.jsp, the web site says that
they are part of the 'Points of Light Foundation').

is like this one but different. Unfortunately I do not remember its
name.
But should you try to call or contact one of these places with an
offer of your specialized services, you are likely to get a nearly
ungodly run-around. The reason for this, I suppose, is that the kind
young people who normally answer the phones at such places do not know
that much about anything but their own jobs. And they might or might not
know that much about that. But in general they are pretty good about
that.
Most volunteer organizations are only for local stuff I think.
Now for the original poster's 'clearinghouse for tech comm support for
disaster relief'. Makes a lot of sense. There ougghtta be such an org. I
don't know though about whether there actually is such. Might be.
When 9/11 happened I read about some data recovery outfit that was
helping. It might have been Computer Sciences Corporation but I don't
specifically remember. Anyway, I contacted the company but no dice.
