Is the problem that the template is supposed to restart figure numbering
with each chapter and C3 isn't? If so, your template probably doesn't have
a restart style set up for figures (although I'm at a loss as to why C2
numbered OK). You need to duplicate the current figure style, go to the
Paragraph Designer > Properties > Numbering and change the scheme from <n+> to
<n=1>. Use this style for the first figure in each chapter and it should number
properly.
If I've got it backwards and you want the figures to continue figure
numbers from chapter to chapter, it may be that you're using a restart
style without realizing it or the Format > Document > Numbering Properties
may be set to restart numbering (grasping at straws on that one).
